This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. 

Solicitation number is 1305M2-20-R-NMAN-0002 and is being issued as a Request for quote (RFQ).


This solicitation documents and incorporates provisions and clauses in effect through:

It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.


The associated NAICS code is 488190 Other Support Activities for Air Transportation and the associated PSC code is J016 for this procurement:


This requirement is 100% set-aside for small business. The small business size standard is $35,000,000.00.

It is anticipated one AOC requires firm-fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract to provide aircraft maintenance and other scheduled or unscheduled maintenance, repairs, over the counter part sales, Aircraft-On-Ground (AOG) support, and inspections for NOAA Twin Otter aircraft.


No commercial financing. See separate attachment for statement of work and references.


Quotes shall be submitted in electronic format, via email, no later than 3:00 PM Eastern Time, November 15, 2019. Questioning pertaining to this RFQ must be submitted in writing to Alicha.harris@noaa.gov. Telephonic requests will not be honored. Proposals may be submitted via electronic means (email) to Alicha.harris@noaa.mil by the date and time listed above. All responsible sources may submit a proposal, which shall be considered by the agency.


The base period of performance is December 10, 2019 to December 09, 2020 with 4 option years.

Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.


The following FAR provision and clauses are applicable to this procurement:


52.212-1 Instructions to Offerors - Commercial Items


(b) Any questions regarding this Request for Quotations (RFQ) must be sent electronically to Alicha Harris no later than Noon Eastern Time (Norfolk, VA) on November 15, 2019. All references herein to "offerors" shall be construed as "vendors" and all references herein to "offers" or "bids" shall be construed as "quotes". Vendors responding to this solicitation shall submit written quotes in the English language. Quote shall be signed and dated, and shall include the typed or printed name of the person signing the proposal, including the signer's title.


(b)(2) Electronic submission is authorized. Vendors interested in submitting a proposal in response to this Request for Quotations (RFQ) are requested to provide their written quote, including all information required by this RFQ, not later than 3:00 P.M. eastern , November 15, 2019 to NOAA/EAD, 200 East Granby Street, Suite 405, Norfolk, VA 23510, Attention: Alicha Harris or by email to Alicha.Harris@noaa.gov
