Description: ASRC, Arctic Slope Regional Corporation Communications, LTD under the BOS contract FA3002-16-C-0004 is contemplating the issue of solicitation JB1164 Fuel Spill Clean-Up Building 47. At Building 47, fuel records from August 2018 indicated a loss of fuel.  Initial visual assessment did not identify visible fuel or fuel odors present around Building 47.  An initial investigation was conducted in November 2018, consisting of soil and groundwater sampling from four boreholes.  Soil contamination was discovered in all four boreholes, with varying levels of benzene, toluene, ethylbenzene and total xylenes (BTEX) and total petroleum hydrocarbons (TPH).  Previous borings indicated impacted soil to the final depth of 16-18 feet below ground surface (bgs).  The results of the investigation indicated a piping leak had occurred, and the piping was moved aboveground. In addition, small amounts of liquid non-aqueous phase liquid (LNAPL) were identified in all four boreholes.  Table 1 details the results of analytical and field data obtained from this initial effort. The purpose of the project is to determine the extent of contamination and to prepare a remedial action plan with cost estimates to remediate the site. The Contractor shall furnish all supervision, labor, equipment, consumable materials, supplies, tools and other items to complete the tasks listed in the scope of work.  All quotes will include all shipping charges for completion of the project.  The contractor shall coordinate all work with ASRCC construction management and environmental management before starting any investigation work.
