Intelligence Analyst


The Washington Headquarters Services (WHS) is issuing this Sources Sought in accordance with

DFARS PGI 206.302-1(d) to:


Determine if any vendors in industry can provide Intelligence Analyst Services in order to identify threats through intelligence BI analysis tools, with technology tools as Authentic8, Dataminr, Jarviss, to conduct criminal investigative analysis, and collaboration with the military, intelligence, and law enforcement communities. 


Description of Information Requested

Please provide the following:


Organization name, address, email address, Web site address, telephone number, cage code, DUNS Number and size and type of ownership for the organization; point of contact (name, phone and e-mail). Also include your company business size status, and any applicable Federal Supply Schedule(s) along with expiration dates. If you have a GSA Schedule please provide it and the corresponding SIN.


Please provide detailed information that describes your company's capability and experience performing the following:


1.        The Contractor is responsible for analytical support from a technical deep dive that also involves the identification, consumption, evaluation, and understanding of force protection, insider threat, counterintelligence, and counterterrorism threat intelligence information gathered from all available data sources and types, to include law enforcement and intelligence databases, websites, and personnel, and Open-Source Intelligence (OSINT). The contractor must be able to extract data from multiple sources, analyze the data working with data analytics technical tools to obtain the correct outcome of the targeted data pulled from multiple sources. 


2.        The Contractor shall be proficient in the use of Microsoft Office software programs to include Word, Excel, Outlook, and PowerPoint. Data Analytics, Data Analysis, Data mining, technical reports and Familiarity with law enforcement or BI intelligence tools and applications, to include TAC (Think, Analyze, Connect); JARVISS; Microsoft Power BI; Microsoft SharePoint; social media aggregators; records management systems; and geospatial toolkits.


3.        The Contractor shall have the ability to apply basic understanding of the various forms of intelligence in order to incorporate this data into intelligence analysis; HUMINT, GEOINT, OSINT, counterintelligence, and Cyber operations. This does not imply of not only having a capability to conduct collection or manipulate technical data from these disciplines, but the ability to evaluate and put general information into a written product understanding by non-technical readers.


4.        The Contractor shall have the ability to perform pattern, trend, and link analysis based on analysis of intelligence reporting, message traffic, other data sources, and collaboration with other intelligence analysts, intelligence collectors, and investigators.






Your response to this notice is limited to ten (10) single-sided, letter-sized pages including all attachments, charts, etc. (single spaced, 12-point font maximum excluding charts and graphics). No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered.


Responders are encouraged to avoid use of excessive marketing lexicon, submission of brochures, and other unnecessary sales or product literature.


What Should Be Included in Your Response

1.      Do submit succinct, thoughtful responses to the capabilities listed in this Sources Sought.

2.      Do submit comments that address the Government's requirements, assumptions, conditions or contemplated approaches to this future acquisition.

3.      A response should cover every item on the list.  Partial submissions will not be considered.


What Should Not Be Included in Your Response

1.      Do not submit proposals or offers.

2.      Do not submit past performance information or general descriptions of corporate experience.

3.      Do not submit requests to be considered for award or to be notified of a future solicitation.

4.      Do not submit requests to be added to a mailing or distribution list.

5.      Do not submit questions or comments not related to the Sources Sought.

6.      Do not respond via telephone.

Please submit your responses and capability statement to this Sources Sought via e-mail to the Contract Specialist, Tiffany Tanner, at and carbon copy the Contracting Officer, Stephanie Powell, at with the words " Intel Analyst" in the e-mail subject line. Please submit responses in Microsoft Word or Adobe PDF. The closing time for responses is 8:00AM Eastern Time, on 29 August 2019. Please limit the size of each e-mail to no more than 4MB. Telephonic and Mail/courier responses will not be accepted.




This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government; this is for market research purposes. This request is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). No solicitation exists; therefore, do not request a copy of the RFP/RFQ/IFB. The Government does not intend to make an award based only on responses to this request. This request is for market research purposes only and is issued to assist in determining capable contractors who can perform the requirement prior to finalizing the acquisition strategy.


There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by industry responses to this sources sought notice.


Information and materials submitted in response to this notice WILL NOT be returned.


CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
