The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) is conducting market research for the erection of 5 (five) new communication towers. The Joint Readiness Training Center (JRTC) Tactical Communication Subsystem effort uses Commercial off the Shelf (COTS) Information Technology equipment to properly operate, display, and protect the JRTC Instrumented Systems (JRTC-IS) while supporting rotations. The survey findings conducted by US Army Corps of Engineers, St Louis District in August of 2013 concluded that the existing towers failed to meet the standards in accordance with American National Standards Institute/Telecommunication Industry Association (TIA/EIW) 222-G (Structural Standard For Antenna Supporting Structures And Antennas) Structural standard. This effort is for the replacement of the existing five (5) communications towers that failed the survey mentioned above.

The effort requires:

- Basic site preparation work

- Erection of the towers and foundation

- Installation of communication cabling

- Installation of antennas and communication electronic equipment

- Demolition of the old communication tower and foundation

- Preparation/delivery of drawing package

A draft Performance Work Statement (PWS) is attached. At this time, the Government requests industry's input, recommendations, and questions regarding the attached PWS. (Attachment 1)

The intent of this sources sought notice is to gather market research and familiarize the vendors with the requirements for the solicitation.
