The USPFO for Ohio Purchasing and Contracting - Mansfield ANG Office, is issuing this Solicitation notice for Project No: PBXP 929798 - Replace Fire Station, at Mansfield Air National Guard Base (MANGB), Mansfield, Ohio. This project includes construction of new Aircraft Rescue Fire Fighting (ARFF) mission to provide aircraft fire/crash rescue related to the airfield and installation aircraft, and conduct contingency firefighting training.  The function must comply with response time standards provided in Uniform Facility Criteria (UFC) 4-730-10, Fire Stations, and the USAF Emergency Services Vehicle Validation and Realignment Plan.  The 179AW requires emergency management (EM) training space to plan, manage, and train personnel for the restoration of primary mission assets, to fulfill the humanitarian disaster relief responsibilities in situations of nuclear, biological, chemical, and/or conventional attack, major peacetime accidents, or large-scale disasters.


The construction/contract duration is estimated to be 660 calendar days after issuance of Notice to Proceed, to include inspection and punch list, which provides adequate time to accomplish demolition and construction.

Optional Items will be included in solicitation, in following order of priority:

•-       Option 1: Concrete Paving to Flight-line/Minimum width

•-       Option 2: Concrete Paving to Flight-line/Full width

•-       Option 3: Four-fold Apparatus Doors

•-       Option 4: 5-Ton Bridge Crane

In accordance with FAR 14.101(d), bids will be evaluated without discussions. Award will be made in accordance with FAR 14.101(e).

This project is solicited as SET ASIDE FOR SMALL BUSINESSES, 100%.

All responsible bidders are encouraged to participate. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000 average annual revenue for the previous three (3) years. The magnitude is between $10,000,000.00 and $20,000,000.00.

 

The date for the pre-bid conference/site visit is currently set for 05 November 2019 at 1000am, See Sec 00100 item 3 (pg. 11 of solicitation) for details. Interested contractors are highly encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The bid opening date is currently scheduled for 26 November 2019, at 1:00pm.
