Sources Sought Notice

The Naval Medical Logistics Command (NMLC) is seeking sources to continue the services being provided under contract W911QY-11-D-0057-0009 in support of Naval Health Research Center (NHRC), 140 Sylvester Road, San Diego, CA 92152. This contract action will extend the period of performance and increase the contract ceiling under the current task order to allow for completion and final delivery of non-severable Research and Development (R&D) efforts in support of various NHRC Health Research Operations and Execution (HEROE) protocols. This contract action (modification) extends the period of performance under the existing contract for seven months, from 11 September 2019 through 10 April 2020. The ceiling increase for the 7-month period of performance is estimated to be for no more than $1,062,429.24.


This requirement is for the continuation and completion of R&D efforts originally proposed under the Army Contracting Command-Aberdeen Proving Ground, Natick Division, in response to OMNIBUS III 03-83 Requests for Proposals. The additional efforts required by this contract action will be for the completion of developing products, interventions, procedures, and policy recommendation to promote the resilience and readiness of military personnel and their families by improving medical care, preventing illness and injury, reducing risky and aggressive behavior, and improving recovery from illness and injury. Completion of these efforts will allow the contractor to submit the final technical report so that the Government will receive a benefit from the services provided.


Contractor personnel will complete projects focusing on identifying risk factors for adverse outcomes, which will entail analysis of existing databases as well as the collection of additional data through interview, survey, and observational methods. Existing databases may include data previously collected in the field (e.g., the Behavioral Health Needs Assessment Survey [BHNAS]; the Combat Stress and Substance Use Survey [CSSU]) and data extracted from legacy databases (e.g., NHRC's Career History Archival Medical and Personnel [CHAMPS] database; Defense Management Data Center [DMDC] databases, including dates and locations of service members deployments). Contractor may also conduct secondary data analyses with data collected by other agencies/institutions, such as the Status of Forces Surveys from DMDC, the DoD Survey of Health Related Behaviors among Active Duty Personnel, and the Workplace and Gender Relations survey. Contractor staff will assist with all phases of data acquisition to include field-based study preparation and execution, as well as data handling, storage, and processing. This will involve travel to off-site locations such as Navy and Marine Corps bases and collection of self-report, physiological, and biological data. For completion of this effort, the contractor will develop a report that reviews the work accomplished during the term of the contract, highlighting the most relevant research results regarding risk factors for adverse outcomes, intervention and assessment, surveillance efforts, and CHARS development.


The intended source for this contract action is Leidos Inc. (Leidos), 11951 Freedom Drive, Reston, VA 20190-5640. Leidos' Commercial and Government Entity Code (CAGE) is 5UTE2. Leidos is the only source with capable resources/personnel able to continue the research efforts identified above through to completion in order to provide delivery of the final technical report as required by the completion task order and in order for the Government to receive a benefit of the research performed.


Given contract W911QY-11-D-0057-0009 is considered non-severable (completion form) in nature, a final deliverable is required in order for the Government to receive a benefit. In accordance with Federal Acquisition Regulation (FAR) 16.306 (d) (1), "The completion form describes the scope of work by stating a definite goal or target and specifying an end product. This form of contract normally requires the contractor to complete and deliver the specified end product (e.g., a final report of research accomplishing the goal or target) within the estimated cost, if possible, as a condition for payment of the entire fixed fee. However, in the event the work cannot be completed within the estimated cost, the Government may require more effort without increase in fee, provided the Government increases the estimated cost."


Given the delays resulting in the research were a result of unforeseen Government administrative delays, and additional level of effort and time is required for completion, the regulations set forth in FAR 16.306 (d) (1) apply.


This notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
